The meeting was called to order by President Joe Marcianti. Also present were 1st V.P. Lach Cameron, Treasurer Alice Bass, Secretary Celeste Brockwell and Directors Joe Ardito, Sara Ardito and Ann Gorga.
We temporarily dispensed from the regular agenda to allow LVT member Irene Kelly who wanted to make us aware of the Planning Board's continual discussion of the possibility of changing an existing ordinance to allow more than two uses per 50 X 100 lot on Route 35 North. The present ordinance allows only two uses.
The discussion by the Planning Board has centered on the interpretation of "uses" vs. "units". Currently, the interpretation has been that two means only two of something on a 50 X 100 lot. The discussion by The Planning Board has been to expand the meaning of "two" to "two" categories of uses. This interpretation would allow multiple units as long as they fit under the banner of the category. This could result in "two" categories, but within those two categories there could be 15 units each fitting into one of the two categories-i.e. 7 Attorney's offices and 8 ice cream shops.
Mrs. Kelly explained the parking nightmare this would cause in addition to the existing scarcity of parking. She stated that between Vance and Guyer Avenues there are only 57 parking spaces. This areas parking situation cannot accommodate more businesses. For example, with the size of the existing Rite Aid Store, if this ordinance were to pass, Rite Aid could put in 20 businesses. This would adversely affect the residential areas as well because it would push parking onto the side streets and further limit residential parking. Also, the quality of the types of businesses smaller scale areas may attract could also be questionable.
It was questioned as to who is pushing this and who does it chance to benefit? The prime focus of this potential change in ordinance seems to be the property that was the old movie theatre building between Reese and President Avenues. However, if the ordinance is changed, it would have to apply to other properties on Route 35 North since spot zoning is illegal-expanding the negative impact.
The next meeting of the Planning Board is February 25th.
