Minutes of the LVT regular meeting of November 17, 2006:
All Officers and Directors were present except for Treasurer, Joe Marcianti, was absent.
(Also present in the audience was Mike Forcella from the Ortley Beach Property Owner's Association which
recently changed their name to the Ortley Beach Voters and Taxpayers Association.)
"Flood Insurance and FEMA Regulations" was presented Domenic Buzzerio, a local agent who deals
in Flood Insurance. Some highlights presented were:
- Homes built before 1971, do not require a flood elevation certificate, but having one may afford you a better rate;
- Home built after 1971 require a flood elevation certificate as per FERM-Flood Insurance Rate Map.
- $250,000 is the maximum coverage for residential properties and $500,000 for commercial properties.
- Lavallette's flood zone is AE considered a high-risk area.
- Cause of flood could be anything which causes an "invasion of water on your property.
- Construction of the basement affects flood insurance rates. Finished basements are not covered under flood insurance.
- Installation of "smart vents" equalizes pressure in the basement.
- Since 1978, 178 flood insurance claims have been made in Lavallette.
Announcements:
- The Emergency Management presentation to be broadcast on Cablevision, Channel 78, on Dec. 1st at 5 p.m., and Dec. 2nd at 7 p.m.
- Resolution accepting volunteer Karen Orsini to update Membership data.
- The transcript of the meeting between LVT and the Heritage Committee is complete and copied to the LVT Exe. Bd.
- Appointing an LVT Budget Committee was postponed until the Dec. meeting since LVT Treasurer, Joe Marcianti was not present at this meeting.
- Judges for the Holiday Decorating Contest on Sunday, December 17th are Sara Ardito, Lil Buirkle, and Jim McDevitt. Prizes for 1st, 2nd and 3rd place are $100, $50, and $25.
- The Ocean County Board of Elections certified the election today, Nov. 17, 2006, with the follow certified as elected in Lavallette:
Joe Ardito, Mayor
Britta Wenzel, re-elected as Councilwoman
Joanne Filippone, elected to Council
LVT President Joe Palinsky attempted to suspend the agenda agreed upon by the Exe. Bd. and
diverge to his personal agenda. A motion was made to appeal the decision of the Chair.
The motion and a vote carried to follow the regular order of business by a vote of 14 to 5.
The minutes of the September 15, 2006 meeting were accepted as read and filed. There were no
October 2006 minutes due to Candidate's night.
The Treasurer's report for both September and October were read by President, Joe Palinsky,
due to the absence of the Treasurer, Joe Marcianti. Both reports were accepted as read and filed.
Municipal report:
- Pay-to-play ordinance passed by Mayor and Council with one
"No" vote by Councilwoman Zalom.
- Dredging of the West Point Island Bridge scheduled to begin.
- Laborers are needed for Boardwalk construction.
- 13% increase in the borough's gasoline usage.
Communications:
- A communication will be sent to The Heritage Committee asking them if they would like to
pay for a copy of the transcript of the meeting between their representatives and LVT.
- Lil Buirkle began reading her letter to the membership expressing her concerns with the
LVT Budget Review Report and its committee members, while choosing not to read a letter sent
to her, her husband LVT president, Joe Palinsky and copied to the LVT membership related to
their refusal to put the Report on the LVT website. Lil rendered her resignation as Corresponding
Secretary and resigned from her duties related to LVT Communications, but wished to stay on as LVT Director.
- A letter was sent to LVT Corresponding Secretary Lil Buirkle and LVT President Joe Palinsky, copied
to LVT membership, related to Lil and Joe's refusal to put the Citizen's Budget Review Report on LVT's
website as passed by a vote of the majority. Once again, they were requested to post the report on LVT's website.
- A letter from Attorney Falk Engel, representing LVT vs. Heritage, was read. He thanked the membership and
complimented them for their stand on the civil rights issue.
Membership: There are 605 currently paid memberships (two persons allowed per membership) translating into 830 members. 2007 dues of $10. are due.
Resolution to have Pat Hoffman, membership Chairperson, will work with LVT volunteer, Karen Orsini, to update membership data. Passed with one objection by Brick Wenzel. Pat to discuss other programs with Karen to manage data.
All Committee Reports were accepted as read.
At the end of the meeting, Joe Palinsky, resigns as President of LVT citing his objections to the handling of the inclusion of the Budget Review Report on LVT's website.
The meeting was adjourned at 10:35 p.m.

- Lil Buirkle said she did not have the opportunity to read the letter directed to her.
